Question for socialists only: How much education should citizens get for free? I can’t find the data, but I know I saw a chart showing how countries with low education are very poor and countries with lots of education are much better off financially. So it stands to logic if a country were to give every citizen a free PhD quality Education it’s per capita income would be highest in the world. Would you support this? Why or why not?

Performance Based Education Funding: Towards Measurable Results in Education
Recently, there has been an impetus to place for-profit performance-markers in the not-for-profit education sector. While everyone agrees that public money should only be spent on programs, initiatives, and teachers that produce results, finding an accurate and realistic means for measuring pedagogy has proved difficult.
The difficulty in finding a middle ground hasn’t stopped the NCLB commission—led by Roy E. Barnes and Tommy Thompson—from suggesting that teachers and principals should be judged by their students’ test scores. In addition, the NCLB commission suggested that the performance of specific students be tracked from year to year. In response to the aggressive means that the NCLB commission is seeking to place on higher education, Edward J. McElroy—president of the American Federation of Teachers—stated that: “there is no reliable assessment systems(s) to tie student achievement to teacher performance.”1
Meanwhile in New York State, Eliot Spitzer and Manuel Rivera have carved out an additional $7 billion a year—which will boost the total yearly spend to $24.8 billion by 2010—for “performance based” school funding. In an effort to do away with the antiquated funding that New York State currently employs, each of the State’s school districts are obligated to sign a “contract of excellence” in order to secure funding. The push towards a measurably pedagogic system provides the education system with more funding, while making superintendents, administrators, and teachers accountable.
In contrast to the tact that the NCLB commission has taken, Spitzer’s approach to policy change and implementation has been more collaborative in nature: especially when compared with former Governor Pataki.
Commissioner of Education Richard P. Mills noted that Gov Spitzer delivered his speech in the education department building, included regents on his transition team, and invited board members to
help lead the charge for his agenda…. “He’s offering a partnership. It’s not always been like this,” Mr Mills said. “He’s giving us strong leadership. This is how it’s done.” 2
On a more global scale, the push towards performance-based education has been promoted as a means for maintaining the competitive work force, and the quality of life of the United States Of America. On December 14, 2006 the New Commission on the Skills of the American Workforce panel recommended that schools be operated by independent contractors, as well as giving states funding power, rather than local school districts. This panel is composed of New York City schools chancellor, Joel I. Klein; two former labor secretaries, William E. Brock, a Republican, and Ray Marshall, a Democrat; two former federal education secretaries, Rod Paige, a Republican, and Richard W. Riley, a Democrat and others. The panel’s recommendation comes in the wake of many claims that the American workforce is becoming less competitive. The AFT executive vice president, Antonia Cortese, noted that the proposals had ‘’some seriously flawed ideas with faddish allure that won’t produce better academic results .”3

Regardless of how we feel about performance based education initiatives, it is worth noting that the topic has garnered the attention of heavy-weight public figures from across the country. It is also worth noting that we’ve seen more performance-based education initiatives implemented in the past few years than in the previous decade. It remains to be seen how the country as a whole will move towards performance based education funding as a standard, rather than an idea.

Arts Education Suffering in San Jose Schools
Art programs, such as art appreciation, drama, theater and music, have been suffering across the nation for 30 years, as school officials concentrate on the basics of learning. With federal programs, such as No Child Left Behind, even more focus has been placed on basic learning skills, which excludes the arts. This also means that any extra funding is funneled into these basic learning programs in order to meet state and federal-set standards. Arts education is one of the standards that should be met by schools within the state of California, yet the state does not impose penalties on schools that do not met these particular standards.
A statewide survey by SRI International concluded that of the 1,123 schools surveyed:
• 89 percent failed to meet state standards for arts education;
• Nearly 1/3 offered no art education coursework that met state standards;
• 61 percent had no full-time arts specialist, with classroom teachers without adequate training teaching arts education at the elementary level;
• Kindergarten through 12 enrollment in music classes declined by 37 percent over a five-year period, ending last June; and
• Poor schools have the least access to arts education; whereas better income schools (where parents can afford private lessons) are more apt to have it.
Chris Funk is the San Jose schools’ principal of Lincoln High School, a stellar magnet arts school. He believes that the more San Jose schools’ students are exposed to the arts the better they will do in testing within other coursework.
Studies have proven that a strong arts program can be linked to improvement in everything from math skills to truancy. Arts education in elementary and secondary schools produce skilled sculptors, actors, musicians, singers and so many other arts-related careers. The arts also improve the socialization skills of students.
Bill Eriendson, assistant superintendent of the San Jose schools, stated that the level of funding for the arts is inadequate. Last year, the state budgeted $500 million for the arts and physical education; however, this amount was a one-time deal. The norm is $105 million, which is about $15 per student. According to Eriendson, the San Jose schools requires about $800,000 to restore just their music programs at the elementary San Jose schools. This figure does not include the purchase of instruments.
San Jose schools are a good representation of the statewide findings. Besides trying to meet state and federal standards in the basic coursework, the San Jose schools were hit with Proposition 13 that was passed in 1978, which imposed tax cuts for Californians and greatly reduced funding for arts education. The arts were first cut in the secondary San Jose schools and then in the elementary San Jose schools. By the late 1980s, arts Education was all but gone in the San Jose schools.
According to Funk, there currently is a waiting list of 225 San Jose schools’ students. He finds San Jose schools’ students are drawn to the dance, theater, music and visual arts programs offered by his school. Without the support of the Lincoln Foundation, which donated $75,000 for this school year, this San Jose schools arts magnet would not exist.

5 Reasons Why People Fail Online Education
Online education is becoming a more popular way to get one’s degree today because it is more convenient to earn one’s degree from the comfort of his/her own home and at one’s own pace. The fast-paced lifestyle of today makes it more difficult for working adults, especially those with families, to take time out of their busy schedules and go to traditional classrooms on university campuses in order to obtain or upgrade their degrees.
However, online education is not the same as offline education in terms of how the classes are structured and how the material is taught.
There are many reasons why people fail online education:
1. The person is not used to working in an online classroom setting.
An online classroom is considerably different from a traditional classroom. There are rarely textbooks; most course material is presented online on web-pages, in downloadable reports, and in video and audio lectures.
In addition, you don’t sit in a traditional classroom with other people sitting next to you, behind you, or in front of you. Instead, they are on their computers at home or elsewhere, looking at the same course material you are, so you have no direct contact with them. You usually can “talk” to them via message boards or forums, making posts that anyone in the class can respond to, and vice versa.
In some rare instances, you might talk to them or your professor via the phone, but direct contact is not usually possible, and some students who are trying online education for the first time cannot overcome the lack of interaction and direct dialogue to complete the coursework and pass the course.
2. The person is not used to the rigorous expectations from a professor teaching an online course.
Online education is a new experience for professors as well, as this is a whole new medium for them to teach what they know. Some professors are more willing to embrace this new way of learning than others.
Some professors feel that they have to “make up” for the lack of interaction and direct dialogue that you would get in a traditional classroom setting, so they give you more assignments to complete than they would their traditional students, just to make sure that you are getting the education you should be getting because these professors are not confident or convinced that online education give you the same level of knowledge as traditional education does.
Some students cannot handle the extra workload and demands expected from some online professors, which is another reason why some students can’t complete online coursework.
3. The person is not able to deal with the extra distractions associated with online learning.
When you take an online course, you do so on your computer. Often, this is at home, where other distractions can affect some online students. This includes children and/or Pets who are unruly and/or need constant care. Other worries regarding home life can also distract the online student from doing his/her very best, since he/she is still in the same environment even when he/she is “attending class.”
This can prove to be too much for some online students, resulting in them not completing online courses.
4. The person doesn’t have the computer skills necessary to complete the online courses.
For those who are trying to start a brand new career, especially one that is technically challenging, sometimes, the whole experience of working with computer software and programs that you have never used before can prevent students from doing well in their courses.
Not only do they have to try to learn the course material, but they also have to learn how to access the course material, how to ask for help when they need it via the message boards/forums, how to access the tests when they are ready to take them, etc.
For some online students, the experience is so overwhelming that they don’t succeed in completing their courses.
5. The person does not utilize good time management skills in order to keep up with the online coursework.
In order to be successful in the online classroom, you have to have good time management skills. After all, you’re the only one who decides when you “attend class,” when you take the tests (within reason; there is a time limit to complete the course, but you decide what days you take the tests, unlike the traditional classroom,) how much time you spend on the message board or in the forum, etc.
Some online students can’t designate their time between all the tasks required to complete online courses, as well as balance the rest of their lives.
It is suggested that online students stay current on their coursework as much as possible because once you fall behind, it’s very difficult to catch up, especially if you are not comfortable in an online classroom setting in the first place. Most experts suggest logging in at least once a day at least six days a week to give you the best chance of staying current on your coursework and giving you the best chance of completing your online courses.
By being aware of the reasons above, you can better prepare yourself to handle these challenges and give you a better chance of completing those online courses and your degree.
